From 1933 to 2015, all forms of cannabis were illegal. With one of the highest incarceration rates in the country, Oklahoma was known for prosecuting offenders with some of the country’s harshest penalties.
In 2014, a medical marijuana legalization initiative was put on the ballot. However, it was unable to qualify due to a lack of signatures. The following year, HB 2156 was passed by the legislature, permitting Oklahomans with specific severe ailments access to CBD oil.
In 2018, Ballot Question 788, one of the country’s most liberal cannabis propositions, was placed on the state ballot. Many said it was even more liberal than California's Prop 215, and it turned out to be just what Oklahoma's voters wanted.
