The eligibility for medical cannabis in Philadelphia starts with a qualifying medical condition. Fortunately, Pennsylvania has an extensive list of qualifying conditions, including cancer, opioid replacement, and more common conditions like chronic pain, PTSD, and anxiety disorders.

The only legal avenue for patients to purchase and use cannabis in Philadelphia is by having a medical cannabis card. When the state legalizes adult-use sales, having med card will likely offer patients a range of benefits, like reduced taxes, increased purchase limits, and enhanced legal safeguards.

The short answer is — it depends. Each state has distinct rules for reciprocity in its medical marijuana program. Some states permit patients only from specific regions. Obtaining a medical card is the only legal way to purchase and consume the plant in Pennsylvania. If you’re a medical cannabis patient, you can shop at any medical dispensary in Philly. There are over 20 Philadelphia dispensaries to choose from, including Trulieve on Broad Street, BEYOND/HELLO on Sansom, Ethos on Locust, and many more!

Whether in Philly or another Pennsylvania city, medical cannabis patients can buy up to “192 medical marijuana units” in a 90-day period. A “unit” is measured as 3.5 grams of medical cannabis flower, 1 gram of medical cannabis concentrates, or 100 milligrams of THC-infused products. These might include tinctures, topicals, oils, capsules, and more.

Marijuana delivery is currently unavailable for both medical and recreational use in Pennsylvania. However, curbside pickup is permitted for medical patients at licensed dispensaries. Legal caregivers are also authorized to deliver cannabis to their patients.

Growers and processors pay a 5% wholesale excise tax, but there’s NO TAX on purchases by cannabis patients. It’s one of the biggest advantages of having a medical cannabis card in PA.

Philadelphia is one of the remaining major cities to allow tobacco smoking lounges. However, there are currently no cannabis smoking lounges available or open to the public.

You can only smoke in Philadelphia if it’s in a private residence. Cannabis can’t be consumed in public spaces, including on federal land like national parks. It also can’t be consumed in motorized vehicles in motion or any business that lacks a commercial cannabis consumption license.
